Each article needs to be placed in the tree
structure. Then it is publicly available if at least one language version
(translation) has been set to be online (versus offline). Every item in the
tree structure is an article. If you want to use only a chapter name for
articles inside the chapter, you also have to create an article and only fill
in the article title.
